As part of Canada’s continued efforts to align its immigration system with labour market needs, the list of eligible fields of study for the Post-Graduation Work Permit (PGWP) has been officially updated as of June 25, 2025.

What Changed?

This update builds on the 2024 policy that introduced a field-of-study requirement for international students enrolled in non-degree programs (such as diploma or certificate programs). Under this policy, students applying for a study permit on or after November 1, 2024, must be enrolled in a program of study that leads to a job in a field identified as being in long-term labour shortage—many of which are prioritized under Canada’s Express Entry system.

Key Highlights of the June 2025 Update:

  • 119 new fields of study added, particularly in sectors like health care, social services, education, and the skilled trades.

  • 178 fields removed because they are no longer tied to occupations facing labour shortages.

  • The total number of PGWP-eligible fields of study now stands at 920.

This means international students in non-degree programs must ensure their program is on the updated list to qualify for a post-graduation work permit.

Who Is Affected?

  • If you applied for a study permit before June 25, 2025, your eligibility is based on the list of fields that were valid at the time of your application—even if your program has since been removed.

  • If you apply on or after June 25, 2025, your program must appear on the newly updated list of PGWP-eligible fields of study.

The full list of eligible fields is organized using the Classification of Instructional Programs (CIP) system. Students and educational institutions are encouraged to consult the updated list directly on the official IRCC website or speak with a licensed immigration consultant.
