English Language Requirement for PGWP Application: How to Calculate Your Score

PGWP English Language Requirement 2025 (After November 1, 2024)

Starting November 1, 2024, most international graduates applying for a Post-Graduation Work Permit (PGWP) must provide proof of their English or French language ability. This is a major change from the past, and it’s important to understand which test results are accepted, what minimum scores you need, and how to calculate your Canadian Language Benchmark (CLB) level.

Do You Need an English Test for PGWP?

Yes — unless you are a graduate from a PGWP-eligible flight school, you must include proof of language results with your PGWP application.

The language test must:

  • Be less than 2 years old at the time you apply.

  • Be taken in person (online remote tests are not accepted).

  • Show scores in all four skills: reading, writing, listening, and speaking.

Accepted English tests:

  • IELTS General Training

  • CELPIP-General

  • PTE Core

(French options such as TEF Canada and TCF Canada are also accepted.)

What Language Level Do You Need?

The required CLB (Canadian Language Benchmark) depends on the type of program you completed:

  • CLB 5 = 5.0 (Listening, Speaking, Writing) and 4.0 (Reading)

PTE Core → CLB

 
  • CLB 7 = Reading 60–68, Writing 69–78, Listening 60–70, Speaking 68–75

  • CLB 5 = Reading 42–50, Writing 51–59, Listening 39–49, Speaking 51–58

CELPIP-General → CLB

 
  • CELPIP 7 = CLB 7

  • CELPIP 5 = CLB 5

(Each skill — Reading, Writing, Listening, Speaking — must meet the minimum requirement.)

Example Scenarios

  • Bachelor’s Degree Graduate: IELTS scores of 6.0 in all four skills → CLB 7 → Eligible.

  • College Diploma Graduate: IELTS scores of 5.0 in all four skills → CLB 5 → Eligible (if program field qualifies).

  • PTE Core Result: Reading 65, Writing 68, Listening 63, Speaking 66 → CLB 7 → Eligible.
