Ontario has officially launched the Ontario Workforce Priority Stream, marking one of the most significant changes to the Ontario Immigrant Nominee Program (OINP) in recent years. The new stream replaces several previous employer-driven immigration pathways with a single streamlined framework designed to better respond to Ontario’s labour market needs.
What Has Changed?
As part of the province’s 2026 redesign of the OINP, Ontario has consolidated multiple employer job offer streams into one Workforce Priority Stream. The new stream aims to simplify the application process while continuing to provide permanent residence pathways for skilled foreign workers employed in Ontario.
The Workforce Priority Stream now includes three pathways:
- TEER 0–3 Pathway – for applicants with qualifying job offers in higher-skilled occupations.
- TEER 4–5 Pathway – for applicants working in occupations classified under TEER 4 or 5.
- Self-Employed Physician Pathway – for eligible physicians who may qualify without a traditional employer job offer.
Who May Be Eligible?
Depending on the pathway, applicants generally must:
- Have a qualifying job offer from an eligible Ontario employer (except eligible self-employed physicians).
- Meet the minimum work experience requirements.
- Satisfy language, education, and licensing requirements where applicable.
- Intend to live and work permanently in Ontario.
- Meet all stream-specific eligibility requirements at the time of application.
Express Entry Option
Applicants applying through the TEER 0–3 Pathway or the Self-Employed Physician Pathway may have the option of receiving an Ontario nomination through the federal Express Entry system if they also meet the applicable Express Entry eligibility requirements. Applicants under the TEER 4–5 Pathway generally follow the non-Express Entry nomination process.
