New Home Care Worker Immigration Pilots Launching on March 31, 2025
Home care workers play a crucial role in Canadian society, providing essential support to children, seniors, and individuals with disabilities. Their work not only enhances the well-being of those in need but also enables more Canadians to participate in the workforce, strengthening the country’s economy.
To better support home care workers and meet the growing demand for their services, Canada is introducing new Home Care Worker Immigration Pilots, making it easier for qualified individuals to:
- Obtain permanent residence
- Secure employment with a variety of employers
Two Immigration Streams
The pilots will consist of two application streams:
- Workers in Canada
- Applicants Not Currently Working in Canada
Initially, only applications for the Workers in Canada stream will be accepted. The second stream, for applicants not currently employed in Canada, will open at a later date.
Key Benefits of the New Pilots
Faster Permanent Residency Process
The new pilots simplify the immigration process, allowing home care workers and their family members to apply for permanent residence in one step—without requiring prior Canadian work experience in the occupation.
Lower Language and Education Requirements
To make the program more accessible, the language and education criteria have been adjusted:
- A minimum CLB/NCLC level 4 in English or French
- A high school diploma (or equivalent)
No Canadian Work Experience Required
Applicants do not need prior work experience in Canada. However, they must have:
- At least six months of recent and relevant work experience OR
- A credential from at least six months of related home care training
Additionally, applicants must have a full-time job offer in home care from an employer in Canada, excluding Quebec.
Flexible Employment Options
Home care workers will have the flexibility to work in various settings, including:
- Private households
- Home health care service providers
- Organizations that hire workers for short-term or occasional home care
- Direct care agencies and personal care services in residential settings
- Pediatric home health care service providers
Note: Recruitment or placement agencies are not eligible employers under this program.
Eligibility Requirements
To qualify for the new pilots, applicants must:
✔ Have a minimum CLB/NCLC level 4 in English or French
✔ Possess a Canadian high school diploma (or equivalent)
✔ Have at least six months of relevant work experience OR a related caregiver training credential
✔ Hold a valid, full-time job offer in home care
No Labour Market Impact Assessment (LMIA) is required.
